AfDB Appoints Festus Keyamo to Champion $7 Billion integrated Africa Aviation

Abuja/Brazzaville — The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, as the African champion of its Integrated Aviation Transformation Programme for Africa (IATP), a major continental initiative backed by a proposed $7 billion investment framework.

The Bank said the appointment reflects Nigeria’s “leadership and vision” in implementing reforms aimed at transforming the country’s aviation sector and strengthening air transport development across Africa.

According to the AfDB, the formal signing of a Letter of Intent (LOI) between the Bank and Nigeria will take place during its Annual Meetings in Brazzaville on May 28, 2026.

Transforming Africa’s Aviation Sector

The Integrated Aviation Transformation Programme for Africa is designed as a continent-wide initiative focused on modernising Africa’s aviation ecosystem and mobilising:

Private investment

Institutional financing

Concessional capital

Infrastructure development funding

The programme aims to improve airport infrastructure, aviation safety systems, airline competitiveness, connectivity, and broader sector efficiency across the continent.

The AfDB noted that African airlines currently account for less than three percent of global air traffic despite Africa representing nearly 18 percent of the world’s population — a disparity the programme seeks to address.

Nigeria’s Expanding Aviation Influence

Analysts say the appointment signals growing recognition of Nigeria’s role in continental aviation policy and sector reform discussions.

Observers say the continent’s aviation industry remains significantly underdeveloped relative to its economic and demographic potential, with infrastructure gaps and financing challenges continuing to limit growth.

As champion of the programme, Keyamo is expected to help drive advocacy, coordination, and implementation efforts tied to the initiative across Africa.

The AfDB expressed appreciation for the minister’s “commitment to advancing aviation in Africa,” noting that his experience and engagement in sector reforms positioned him to support the programme’s broader transformation agenda.

If successfully implemented, analysts say the IATP could become one of the most ambitious aviation development initiatives ever undertaken on the continent.
